  • Hill City Youth Athletics is a non-profit organization whose goal is to provide a positive sports environment for youth. This will be done by applying three core values; teamwork, fundamentals, and sportsmanship. These three core values are key in not only developing young athletes, but in developing a positive and productive attitude which will benefit them throughout their lives.
    Fundamentals are the foundation upon which a structure is built. Without basic fundamental skills more advanced skills cannot be taught. By focusing on basic fundamentals not only do we progress our sports program, we set a pattern in life for individuals to do the best they can at all tasks, no matter how simple, in order to become more proficient and advance to the next skill. Without a solid foundation the structure cannot stand.
    Sportsmanship is acting ethically and appropriately during a sporting event. Whether winning or losing, good sportsmanship should be practiced by all. Respect for others is essential not only in sports, but in everyday life. Sportsmanship is a trait that is best taught from the top down. As coaches and parents we have to lead by example and conduct ourselves to exemplify good sportsmanship and respect to all.
    Teamwork is a cooperative effort by a group of individuals. Working well with others is a skill that needs to be taught early in life. Teamwork creates good habits that our youth will use on every team they are a part of, whether it be a sports team, a school project, or a career later in life. Not only do our young sports teams need to work together to win games, we as directors, coaches, and parents have to work together as a team to ensure our youth have a positive and educational sporting experience.
    Teaching and being an example of these core values we can create the positive environment to instill them into our youth. By doing this we can progress and improve our young athletes not only to excel on the ball court or field, but also in the classroom and in life.

    • Teamwork- A cooperative or coordinated effort on the part of a group of individuals acting together in the interests of a common cause.
    • Fundamentals- A central or primary principal on which something is based.
    • Sportsmanship- Ethical, appropriate, polite, and fair behavior while participating in a game or athletic event.
    Board of Directors- Board of directors shall work together to ensure that all business of the organization is handled promptly and professionally. All decisions made by the board will reflect the three core values and be in the best interest of the youth involved in this organization. Decisions made by the board are final.
    Coaches- Coaches shall instruct the team as they see fit remaining true to the core values of the organization. Coaches shall ensure they, their team, and parents conduct themselves professionally and in accordance with the core values. Coaches have the authority to discipline players for their own misconduct or that of their parents. Coaches also have full discretion of playing time and player rotation. Coaches will answer to the board of directors.
    Players- Players will be responsible for themselves, to play according to the three core values. While playing for this organization full effort will be given and respect to all will be shown at all times.
    Volunteers- Volunteers will conduct themselves in accordance with the three core values. They will perform their duties to the best of their ability, maintaining professionalism at all times.
    Parents- Parents will conduct themselves and ensure their children conduct themselves in a manner in accordance with the three core values of this organization. Parents’ primary objective is to encourage their children and reinforce the fundamentals taught to them by their coach. This is done by supporting the coaches, exhibiting the core values at all times, and helping their children improve.

  • • I will uphold the values set forth by Hill City Youth Athletics by conducting myself and my team in accordance with the Hill City Youth Athletics Standards and Expectations.
    • I will ensure my team and I maintain acceptable behavior and appropriate actions whether winning or losing. We will represent ourselves, our team, Hill City Youth Athletics and the Hill City/Keystone communities in a positive manner.
    • I will teach my team drills and skills appropriate to their age and ability. Striving for excellence and setting them up for success not only now, but in the future as well.
    • I will incorporate the whole team into game and practice plans so every child has the opportunity to earn their position and advance their skills.
    • I will always put the well being of my team first. I will not subject them to probable injury, humiliation, or danger of any kind. I will also not put myself in circumstances that may be deemed as inappropriate such as interacting with players privately, use of inappropriate or suggestive language, and any physical contact that can be interpreted as inappropriate. I will also report any suspicious or dangerous behavior by other coaches, players, or parents to the sports coordinator or a member of the Hill City Youth Athletics Board of Directors.

  • Hill City Youth Athletics continually strives to improve all areas of our organization and solve any issues in a professional and timely manner. To accomplish this we have established an “Open Door Policy” to encourage communication and a Complaint Process to guide individuals in any grievances. The Complaint Process is as follows:

    Complaint Process:
    Step 1: If parent/player has an issue with decisions or actions made by a coach/volunteer of Hill City Youth Athletics they may approach the coach/volunteer after a 24 hour waiting period to address the complaint relating to themselves or their child only, issues concerning other athletes will not be discussed. At this meeting an attempt to resolve the issue will be made. If a resolution cannot be made the parent/player may proceed to Step 2.
    Step 2: If parent/player could not resolve the issue in Step 1, they may request a meeting with the coordinator of that respective sport/division. This meeting should be in person within 7 days of the request at a time convenient to both parties. At this meeting the parent/player will address complaint and attempt to resolve the issue will be made. If a resolution cannot be made the parent/player may proceed to Step 3.
    Step 3: If a resolution to the issue could not be achieved in Step 2 then a meeting will be scheduled at the soonest opportunity that is convenient to all parties. This meeting will be with the parent/player, coordinator of that respective sport/division, coach(if applicable), and Hill City Youth Athletics board. The coordinator will mediate the meeting and the board will take any actions they deem necessary. All actions by the board are final.


  • Article I: Name and Purpose
    Section 1: This organization shall be known as Hill City Youth Athletics.
    Section 2: The purpose of this organization shall be to positively influence youth through sports while teaching fundamentals, teamwork, and sportsmanship.

    Article II: Board of Directors
    Section 1: The initial board of directors shall be made up of those named as such in the articles of incorporation.
    Section 2: The board of directors shall have five members.
    Section 3: Eligibility to serve on the board of directors is as follows:
    • Must be 18 years of age
    • Must sign Hill City Youth Athletics Expectations and Standards form
    • Must be elected according to these bylaws
    Section 4: Procedure for being elected to board of directors is as follows:
    • Be nominated by outgoing board member, or by president of the board if suitable candidate is not nominated by outgoing board member
    • Voted on by all board members and is elected by a majority vote
    Section 5: Board members term is indefinite, and is ended only by one of the following situations:
    • Board member submitting letter of resignation to board of directors
    • Board member found to be in violation of Hill City Youth Athletics Expectation and Standards and is dismissed by the board by a majority vote
    Section 6: A board member submitting their letter of resignation will be replaced within 30 days according to these bylaws.
    Section 7: Members of the board will serve as officers according to these bylaws.
    Article III: Officers
    Section 1: President: It shall be the duty of the president to call meetings, preside over them, and manage the day to day operations of the organization. The president has the authority to temporarily suspend board members, volunteers, or players if in violation of Hill City Youth Athletics Expectations and Standards until a special meeting can be called (not longer than 7 days from suspension) and the board can decide on appropriate actions to be taken. To serve as president one must have at least one year serving on the board and be elected according to these bylaws. The first president of the board will be the registered agent for the organization and serve a term of one year after which the president shall be elected according to these bylaws. After the first president’s term (a one year term), the president shall serve a two year term.
    Section 2: Vice President: It shall be the duty of the vice president to assist in the president’s duties and act as president in the absence of the president. The vice president shall also perform the duties of the secretary and/or treasurer in their absences. The vice president shall be elected according to these bylaws and serve a two year term not to coincide with the president’s term.
    Section 3: Secretary: It shall be the duty of the secretary to keep minutes at the meetings and record them in a legal binder. The secretary acts in place of the vice president in their absence. The secretary shall be elected according to these bylaws and serve a one year term.
    Section 4: Treasurer: It shall be the duty of the treasurer to keep records of all financial transactions, distribute and receive all monies, and provide a financial report at regular meetings to be approved by the board. The treasurer shall provide a yearly report at the annual meeting to be examined and approved by the board. The treasurer shall be elected according to these bylaws and serve a one year term.
    Section 5: Officer’s elections shall take place at the annual board meeting. Officer positions shall be elected by a nomination of a fellow board member and a majority vote by all members of the board.

    Article IV: Meetings
    Section 1: Regular meetings shall be held on the first Monday of the month at 6:00 P.M. at a location designated by the president.
    Section 2: Annual meetings shall be held in conjunction with the regular meeting in January.
    Section 3: Special meetings shall be called by the president when appropriate with at least 24 hours notice to the other board members.
    Section 4: A minimum of four board members must be at a meeting to constitute a quarum.
    Section 5: Any meeting in which only four board members are present, all motions must be carried by a ¾ “yes” vote.


    Article V: Financials
    Section 1: The treasurer shall oversee all financial transactions of the organization.
    Section 2: Daily expenditures not more than one hundred dollars may be approved by the president.
    Section 3: Any expenditures over one hundred dollars or under one hundred dollars and not a daily operational expense must be approved by the board prior to distribution of funds.
    Section 4: All checks shall be signed by two authorized board members.
    Section 5: A record of all transaction shall be kept.
    Section 6: Monthly reports shall be made and approved by the board at each board meeting.
    Section 7: A yearly report shall be made at the annual meeting and approved by the board.
    Section 8: The treasurer, president, and vice president shall be authorized signers on all accounts.
    Section 9: All monies received shall be deposited into a financial institution insured by FDIC.
    Section 10: Upon dissolution of the organization all assets shall be donated to the Hill City Booster Club.
    Section 11: The accounting period shall coincide with the calendar year.
    Section 12: This organization shall not engage in any prohibited political or legislative activity according to the law.

    Article VI: Expectations and Standards
    Section 1: All board members, volunteers, players, and parents shall sign the Hill City Youth Athletics Expectations and Standards form.
    Section 2: If any person(s) is found to be in violation of these expectations and standards may be suspended by the president from all organizational activities for not more than 7 days. Within these 7 days a special board meeting will be held and the board of directors shall decide upon further actions to be taken.

    Article VII: Amendments and Notations
    Section 1: Any situation not addressed in these bylaws will be handled by the board of directors by a majority vote.
    Section 2: Amendments may be added to these bylaws by motion and voted on at the next regular meeting by all board members and adopted by a 4/5 “yes” vote.
    Section 3: These bylaws adopted by Hill City Youth Athletics on 30 day of September, 2016
